Andrew is a Senior Associate in the Wellington Local Government and Environment work group. He provides corporate advice to local authorities and public entities, and works closely with local government legal teams.  His speciality areas include:

  • decision-making processes and powers;
  • the use of council organisations for service delivery;
  • the use of financial and development contributions;
  • consultation;
  • the legislative process;
  • electoral and representation issues;
  • privacy and information management; and
  • revenue collection and funding;

He also advises on issues surrounding sustainability, including waste management and minimisation, climate change initiatives, and the implications of the proposed ETS.

His work includes assessing litigation risk and providing strategies to move forward.

He also provides advice to members of various public bodies regarding the performance of their public roles, on issues such as confidentiality, defamation; personal liability, and potential private law actions.

Prior to joining Simpson Grierson he practised in the United Kingdom and in New Zealand. In the United Kingdom he acted for various local government organisations in relation to a wide range of public law advice and litigation.  In New Zealand he worked for another major New Zealand law firm, specialising in resource management and environmental law, with a particular focus on industrial and retail development.


  • Advice on LTCCP adoption and Development Contribution Policy reviews
  • Advice on the restructuring of the Canterbury Waste Joint Standing Committee
  • Advice and appearances for Porirua City Council and Hauraki District Council for LGC representation review appeals
  • Acting for Gore District Council in a dispute over electricity supply contracts, including an application to the Commerce Commission
  • Assisting with preparation of road maintenance and construction agreements
  • Providing urgent advice on a request to release information containing a complainant's personal details, and subsequent correspondence with the Privacy Commissioner's office resulting in the refusal to release being upheld
