Emma is a Senior Associate in the Local Government and Environment Group of the Auckland office of Simpson Grierson. 

She advises local government, central government, and clients in the roading, energy and forestry sectors, on corporate transactions, projects and due diligence processes involving environmental, resource management and local government compliance issues. 

Before joining Simpson Grierson, Emma worked for the Office of the Clerk of the House of Representatives for four years.  In that time she provided Parliamentary procedural advice to Members of Parliament, Government Departments and the public.

Emma has had ongoing contact and experience with all select committees acting as clerk of the Business Committee and Clerk of the Local Government and Environment Select Committee during its consideration of the Resource Management Amendment Bill 1999.
As a result of this background, Emma has extensive Central Government and Parliamentary contacts and is experienced in the technical drafting requirements for bills, supplementary order papers and orders in counsel.

In addition to the Resource Management Act 1991, Emma has a particular interest in the Hazardous Substances and New Organisms Act and has authored three chapters for a recent DSL Publishing HSNO publication entitled A practical Guide to the Hazardous Substances and New Organisms Act 2005.


  • Preparing policy, drafting and promoting local bills through Parliament such as the Tauranga District Council (Route K Toll) Empowering Bill and the Rodney District Council (Penlink Toll Road) Empowering Bill
  • Assisting Auckland Regional Council, Waitakere City Council and Rodney District Council in researching, drafting and promoting the Waitakere Ranges Heritage Area Bill
  • Assisting Auckland City Council on its Regional Amenities Funding Bill proposal
  • Promulgation and drafting of bylaws under the Local Government Act 2002, including the Auckland City Council's comprehensive review of its consolidated bylaw
  • Advising on environmental aspects of the sale and purchase of sawmill sites, forestry assets, homes for the elderly, and manufacturing plants
  • St James Theatre judicial review proceedings relating to resource consent procedural issues
  • Advising on the Weiti Toll Road Project - a proposed public private partnership to deliver a toll road in Rodney District
  • Advising and assisting Swift Energy New Zealand to prepare and lodge a Code of Practice for the use of temporary tanks in the petroleum industry from the Environmental Risk Management Authority under the Hazardous Substances and New Organisms Act 1996
