Judith is a Christchurch based Senior Associate operating with the firm's Wellington Local Government and Environment Group.  Her career at Simpson Grierson began in the Wellington Commercial Litigation team.

She advises local authorities, and public entities in Local Government issues, including on decision making processes, development contributions, roads, the Building Act, resource management, bylaws, and the Local Government Official Information and Meetings Act.  Judith also advises on Electricity Act issues, statutory interpretation, submissions on Parliamentary Bills, and liability issues.

Judith has gained in-depth experience in various clients' business through secondments.  These have been with the Kapiti Coast District Council and Transpower, and, since late 2005, she has been on secondment 3 days a week with the legal services unit at the Christchurch City Council, who won the "In-House Counsel of the Year" award at the NZ Law Awards in 2007.

• Complex legal opinion for Local Government New Zealand on territorial authority liability in their preparation of Dangerous, Earthquakeprone and Insanitary Buildings Policies, which was distributed to territorial authorities throughout New Zealand.
• Assisted Transpower in the implementation of Transpower's complaints scheme and dealing with the Electricity and Gas Complaints Commission.
• Preparation and presentation of training seminars for the Building Officials Institute of New Zealand, and various territorial authorities, on the Building Act and Fencing of Swimming Pools Act.
• Advised Christchurch City Council, Taupo District Council, Far North District Council, and Upper Hutt City Council on development contributions issues.
• Preparation of submissions on the Building Act Bill and Building Act Amendment Bill, and other Parliamentary Bills, for Transpower and local authorities, and appearances before Select Committees.
• Opinions on liability in relation to structures on roads for Clutha District Council and damage from trees for Porirua City Council.
• Advised and assisted the Christchurch City Council with Bylaws reviews, including drafting Bylaws clauses.
