Urban Development

We are proud to have advised on some of New Zealand’s most significant urban development projects, leveraging our expertise to deliver complex projects for clients.

Our team of specialists has an enviable track record, acting for both local authorities and private developers, to deliver some of New Zealand’s largest urban renewal projects.

We know how to create a cohesive strategy that covers all of the various aspects that comprise urban development projects, and we can provide strategic, planning, property, local government, public works, construction, commercial and financing advice to ensure our client's achieve their objectives.

Our team is experienced at delivering these urban development projects no matter the process. This includes navigating the complex matrix of laws that apply to such large developments and also understanding the importance of working closely with other stakeholders and partners (including Iwi, local communities, Central and Local Governments).

We regularly advocate before Councils and Courts to achieve the planning framework to allow these developments to proceed.

Recent legal developments in the area with which we have experience include:

  • The Urban Development Act 2020 which provides new legislation to facilitate urban development and provides an opportunity to deliver large-scale transformational projects in a more streamlined process
  • The COVID-19 Recovery (Fast-track Consenting) Act 2020 also provides opportunity to deliver urban development within a very condensed timeframe.

Examples of our work

  • Britomart - a pivotal project transforming the Auckland CBD close to the waterfront. At the time it was an innovative approach to urban transformation and has led the way for many projects across New Zealand
  • Wynyard Quarter - one of the largest urban redevelopment and regeneration projects successfully undertaken in New Zealand. It has led to a vibrant community at the heart of Auckland
  • The Downtown Projects - acting for Auckland Council and Auckland Transport on the downtown projects which included new and strengthened seawalls, a relocated Ferry Terminal, a new downtown public space and new linear urban spaces which included bus lanes, cycleways and pedestrian walkways. This project is the final link between Britomart / Commercial Bay and the waterfront
  • Fletcher Building - successfully acting for Fletchers, against significant local opposition, allowing for the Three Kings Quarry redevelopment involving 1,200 - 1,500 houses and extensive open space network on 21 hectares
  • Tāmaki Regeneration Project (the regeneration of a large suburban area in east Auckland) - an urban renewal project involving 800 hectares, converting 2,500 social houses into 7,500 houses
  • America’s Cup / AC36 - consenting the infrastructure for the 36th America’s Cup. This project is a further step in the urban transformation of the northern part of Wynyard Point
  • Plan Changes - acting on several large plan changes throughout Auckland which will allow for the establishment of communities varying in size from 700 houses to 4,000 plus houses. These applications have involved land in Warkworth in the North, Drury to the South, and Beachlands and the Formosa Golf Club land to the East
  • Covid-19 Recovery Fast Track Consenting projects - acting on applications for various projects including a CBD high rise and a residential and commercial development in Central Otago which the Minister for the Environment has referred to the EPA to be fast tracked under the COVID-19 Recovery (Fast-track Consenting) Act 2020.
