Lizzy Wiessing

Lizzy is a senior associate in the firm's local government and environment work group.

Lizzy advises on a range of local government and resource management issues. She has a particular interest and expertise in local government funding and financing issues, including rates and development contributions. She regularly presents at seminars for the local government sector on rating and funding issues, and reviews good-practice guides on a range of subjects before publication.

She has experience acting for councils in judicial review proceedings, and as applicant and decision-maker in resource consent matters, and district planning processes. Her court appearances include in the District, Environment and High Courts, Court of Appeal and Supreme Court.

Lizzy commenced her career in local government as a strategic policy analyst before working in a regional law firm as a resource management and civil litigation solicitor. Her background acting for and against local government allows her to see both sides of an issue so that she can target her advice to be most effective.

  • Judicial review - in relation to the development of a wastewater scheme, and a number into councils' rating practices and policies
  • Assisting councils to resolve rating irregularities and regular reviews of rate setting documents for councils across the country (44 in the 2018 LTP round)
  • Advising on rating/funding reviews
  • Advising on rates recovery, particularly in disputed circumstances, and acting in rates recovery proceedings
  • Advising on local government decision-making processes and governance issues
  • Advising on bylaw issues
  • Acting for the applicants in a direct referral proceeding where resource consents were successfully obtained for a building and public open space on Wellington's waterfront
  • Representing clients at mediations and in the Environment Court, in relation to appeals on resource consent applications and district planning processes, and in the High Court on points of law
  • Advising councils on their and other parties' liability for events 
  • Regulatory due diligence
  • Advising infrastructure operator on environmental compliance and related contractual matters
