Brooke specialises in public-sector and commercial litigation, with particular expertise in judicial review, law reform, governance decision-making processes, regulatory and commercial contracting disputes and urgent injunctions. Brooke also has experience advising on disputes involving allegations of fraud. 

Brooke’s practice spans high-stakes issues across a wide range of sectors. She advises both private and public organisations navigating regulatory, public law, and risk management challenges. 

Brooke has a range of advocacy experience, including appearances in the High Court and Court of Appeal. She has also acted in respect of claims in the Human Rights Review Tribunal, royal commissions of inquiry, and coronial inquiries.

Brooke joined Simpson Grierson in 2021, having previously worked at the Serious Fraud Office. 

Brooke is a member of the Wellington Women Lawyers’ Association.

Acting in urgent interim injunction and judicial review proceedings seeking to stop the sale of a Council-owned asset valued at more than $19 million.

Oceana Gold (New Zealand) Limited

Acting in a successful judicial review and subsequent appeal, in respect to a challenge to the granting of a licence to occupy Council owned unformed road for mining infrastructure. 

Marlborough District Council

Acting in urgent injunction and judicial review proceedings relating to a challenge to a bylaw restricting vehicle access to the East Coast.
