Zac Fargher

Zac Fargher is a senior associate in the firm’s public law and local government teams, based in Auckland.

Zac specialises in public and regulatory law, advising public and private clients on regulatory and statutory compliance, policy development and decision making. He also represents clients in judicial review proceedings, inquiries and investigations, having appeared in the High Court in New Zealand and before several specialist hearing bodies.

Zac has developed a particular expertise in local government law. He was seconded to the legal and governance team of a council-controlled organisation in Auckland, and regularly advises councils and council-controlled organisations across New Zealand.

Having started his career at Simpson Grierson, Zac spent several years in the UK, advising the UK Government Legal Department on matters arising from Brexit, and working in private practice. Zac returned to Simpson Grierson in 2021.

  • Auckland Transport and Auckland Council - defending judicial review proceedings challenging the $37 billion Auckland Regional Land Transport Plan, on matters relating to climate change
  • Royal Commissions and government inquiries - advising clients in relation to the Royal Commission into Abuse in Care and advising the UK Government on inquiries into historical healthcare products
  • Covid-19 - advising clients on the application, impact and lawfulness of Covid-19 legislation and policies
  • Local Government - advising councils and council-controlled organisations on regulatory, enforcement and compliance matters, including information law requirements
  • Education - engaging with independent schools on statutory and regulatory obligations and disputes
  • Healthcare - acting for healthcare companies and providers in engagements with governments and regulatory bodies, both in New Zealand and the UK
  • Life sciences - providing specialist public and regulatory law advice on the development, marketing and sale of medicines, including Covid-19 vaccinations and on secondment to the regulatory law team of a global pharmaceutical company
