Lisa Curran

Lisa is a partner in the firm's construction group. She has had extensive experience in New Zealand and the United Kingdom in the procurement, implementation and delivery of infrastructure projects.
Lisa has been the lead legal advisor on many of NZ’s iconic infrastructure projects and her expertise extends across a myriad of industry sectors including roading and transport, water, renewable energy and health.
Known for providing commercial and pragmatic advice, Lisa manages teams to ensure that infrastructure projects are procured and delivered on a best for project basis. She has experience in many contracting models from alliance/collaborative/early contractor involvement to public private partnerships (PPPs) and NZ and overseas standard forms of contract. One of her strengths is advising on the best procurement and contracting model to achieve client and project outcomes, whilst ensuring compliance with legal obligations.
Lisa has also advised a number of private clients, contractors and consultants on construction projects in NZ under standard forms of contract such as NZS 3910/3916, Conditions of Contact for Consultancy Services (CCCS) as well as Build-Own and Operate (BOOT), Engineer, Procure and Construct (EPC) and Alliance contracts.

Work Highlights
NZ’s largest major projects
$5 billion+ Auckland City Rail Link
Responsible for leading the external legal team supporting City Rail Link Limited, from developing the procurement strategy to the execution of the key Project Alliance Agreement. This is the largest infrastructure project in New Zealand
$600 million+ Te Kaha Multi Use Arena
Lead adviser to the Christchurch City Council on the procurement and construction of this state-of-the-art 30,000 seat stadium in Christchurch. The procurement stages of this project utilised a highly successful early contractor involvement phase.
Roading PPPs
Advised the successful consortia on the Transmission Gully project from early tender stages through to contract and financial close and advised a short-listed consortia member on their bid for the Puhoi to Warkworth PPP project.
Other NZ PPP projects
Advised consortia members on their bids for Wiri Prison and Hobsonville Schools PPP projects, including advising on Project Agreement, drafting D&C and O&M contracts as well as ancillary agreements.
$1 billion+ Watercare Central Interceptor Project
Advising on the Central Interceptor Main Works project, one of the largest and complex infrastructure projects ever undertaken in New Zealand. The contract model was based on the FIDIC construction contract.
$1.8 billion+ Transpower North Island Grid Upgrade and HVDC Upgrade Projects
Lead adviser on all aspects of this hugely complex project including multiple concurrent and sequential packages. Contract models included Alliance Agreement, FIDIC and NEC contracts.
Water Programmes
Whilst at another firm, advised the Department of Internal Affairs on the development and implementation of the Labour Government’s Water Reform Programme (prior to its repeal) and on aspects of Local Water Done Well. She worked with DIA and local government organisations on the implementation of the tools and documents required to give effect to the Water Reform Programmes.
Water and wastewater
Advised Queenstown Lakes District Council on the procurement and delivery of its 10-year 3 waters programme. This programme was delivered under Panel Agreements that governed the proposal and contracting process for each project.
Auckland Public Projects
Advised Auckland Council and its CCOs on many projects in Auckland such as the America’s Cup Base (AC-36) procured under an Alliance model, Spark Arena procured under a PPP/BOOT basis and advised Watercare in relation to the delivery of its capital works programme through a collaborative “enterprise” model for its strategy, design and construction partners.
