Jade is a resource management, environment, and local government law specialist.
She works with both public and private clients on a wide range of strategic resource management issues, including resource consenting, designations, plan changes, building regulation, enforcement, judicial reviews and appeals, bylaw and district plan reviews, law reform, natural hazards and climate change.
Jade is also an experienced litigator, and has appeared at council-level hearings, in the Environment, District and High Courts, and as junior counsel in the Court of Appeal.
Work Highlights
Project consenting
Assisting with large scale private plan change, resource consent, and coastal permit applications, and consenting multiple projects under the Covid-19 Recovery (Fast-track Consenting) Act 2020. This includes representing applicants at council hearings, mediations, and on appeal in the Environment Court.
Judicial reviews and appeals
Representing public and private sector clients in judicial review and appeal proceedings including providing pragmatic advice about whether and how to defend or appeal decisions and on mediation and resolution strategies.
District plan and bylaw reviews
Advising local authorities and submitters on district plan and bylaw review, drafting, notification, decision-making, and hearings processes.
Enforcement strategy and litigation
Providing strategic advice and representation to local authorities and private clients in relation to compliance and enforcement issues under the Resource Management, Local Government, and Building Acts.
This includes successfully prosecuting serious environmental offending on behalf of numerous district, regional, and unitary authorities across the country, and advising corporates and individuals facing actual or threatened enforcement action.
Climate change and natural hazards
Advising local authorities in relation to their regulatory responsibilities and liability issues arising from the impacts of climate change and natural hazard adaptation and management.
Environmental due diligence
Advising corporate clients on the environmental aspects of high value mergers and acquisitions.
